二 |     医疗保障关乎每个人的切实健康利益，作为服务群众“最后一公里”的医保经办工作，更是搭建了医疗保障工作与群众的“连心桥”。近年来，抚顺县持续优化医保领域便民服务，聚焦医保经办服务点位不充足，群众办事不够便利等问题，通过积极建设医保服务工作站点，想方设法提升医保经办服务供给能力，参保群众对医保服务的满意度持续提升。         　　抚顺县后安镇傲牛村距离抚顺市区近60公里，距离后安镇也有12公里的距离。以往村民办理医保事务，往返后安镇医保服务中心十分不方便。随着今年6月村里便民服务站开通了村级医保经办功能，村民们在家门口就可以把基本医保事务办理完毕。         　　近年来，我市持续推进医保基本公共服务下沉，让参保群众在“家门口”就能享受到便捷的医保服务。2023年，抚顺县医保中心在全县8个乡镇设立了“医保经办工作站”，并在19个村设立了“便民大集服务站”，将13项城乡居民医保业务全部下沉到村级医保大集服务站，打破了“同乡异地”壁垒，实现医保业务全县通办。今年6月，第二批12个“便民大集服务站”顺利上线运行，累计开通了31个村级医保经办站，基本实现了村级医保服务全覆盖。         　　抚顺县医保中心统一下沉医保服务清单后，可以代办城乡居民医保参保登记、参保信息维护、申请异地就医备案结算、人员终止参保等业务，实现了参保群众咨询政策、办理业务马上办、门口办，全县居民医保参保率达到了98%。         　　抚顺县医保中心主任杜江说：“为建立一支“开口能讲、遇事能办、问策能对”的三级医保经办队伍，抚顺县医保中心利用各种形式对基层医保经办人员开展业务指导和政策培训，抽调业务骨干多层次培养乡村两级医保经办人员，推动医保经办管理全面提质增效，使乡村枢纽医保经办功能得以有效发挥。
